Putin: Large Language Models Are Foundational, Russia Needs Its Own

Russian President Vladimir Putin said large language models have become a foundational, end-to-end technology for national development across all sectors. Speaking at a government meeting on AI development on April 10th, he stressed: "Only by having our own models can we confidently move forward, ensure security and defense capabilities, and remain at the forefront of scientific and engineering thought. Moreover, Russia is one of the few countries in the world with unique expertise in this area."

Putin also noted that so-called open-source solutions are often used to develop language models. "Developers from different countries share entire libraries of algorithms," he explained. "This resource of cooperation and partnership should naturally be put to effective use."
