China's 15th Five-Year Plan: Blockchain Network, Digital Currency Governance, and Shanghai Finance Hub

China just laid out its next five years. The newly released 15th Five-Year Plan includes a strong push for digital infrastructure: building a modern infrastructure system, deploying new infrastructure with foresight, and launching a national blockchain network project. The plan also calls for strengthening core digital economy industries—next-gen comms, cloud computing, blockchain—and building globally competitive digital clusters.

On the international front, China aims to actively engage in global governance around AI, digital currency, and cross-border data flows, pushing for consensus on data security, privacy, and cross-border law enforcement cooperation. International judicial coordination and rule alignment are also priorities.
